The central dilemma of the monologue seems to be the choice between action and inaction. Hamlet uses "being" to allude to both life and action and "not being" to death and inaction.The monologue belongs to act 3 scene 1. Shakespeare doesn’t use the verb to live because it conveys a biological meaning. In this monologue Hamlet gives voice at his intimate feelings and he has to take an hard decision: he has to live or commit suicide?
That speech is referred to all people and it contains an universal concept of life. Shakespeare uses the verb to be in his infinitive form to convey the infinity of his reflection.
