He wrote it, because he wants to tell the story of the publication of Ulysses in Europe and the complications which followed it in America

James Joyce wrote a letter to Mr Cerf, his American publisher, to tell the story of the publication of Ulysses in Europe and the complications which followed it in America.
He wanted to publish the first volume of prose: Dubliners, but publishers and printers had different points of view. Subsequently other publishers and printers, after reading the manuscript, burnt it. In 1920 he came to Paris and he wished to publish it. Eleventh episode was published in the Little Review by Miss Margaret Anderson and Miss Jane Heap. Therefore they were persecuted, the publication was prohibited and copies confiscated. After that Miss Sylvia beach took the manuscript and banded it to the printers. The first copy was made in 1922.
Copies were sent to the United Kingdom and the United States, but they were burnt. James Joyce can not be the copyright in the United States, and he had the demand for Ulysses and someone sold it clandestinely. Therefore there was a protest, but he even obtained an injunction against them.
Finally he wished to receive royalties in the United States and to obtain the entire publication of Ulysses.
