The past perfect is used to narrate the events occurred to her and her past, seen as something positive and attractive. On the contrary, the present conditional is used to represent the intentions of Eveline, her indecision about every aspect of her life, that is due to her complete inability to make up her mind, but also her reflections about the future and the people's reactions to her leave.
The used to form here represents the habits had by Eveline in her life, and the simple past is used to narrate the story. The present is used only when she's refering to other people, as she lives in her past.
