This is a formal letter sent by Jean Claude Trichet and Mario Draghi, the Governing Council of the European central Bank in order to warn the Italian Prime Minister about the critical economic situation of Italy.
The letter is composed of three paragraph, each one has a function. The first is an introductory paragraph: the writers provide background notes (the Governing Council of the European Central Bank discussed on 4 august the situation in Italy's government bond markets) and the reason for writing (pressing action by Italian authorities is essential to restore the confidence of investors)
In the second one the councilors pose the thesis ( Italy's need to urgently underpin the standing of its sovereign signature and its fiscal sustainability and structural reforms) and a warning statement ( steps taken by Italy do not suffice).
The third one lists three urgent needs which have got an explanatory function and everyone has sub points which are an explanation of kinds of intervention Italy needs to do.
After that they give to the Prime minister a deadline (the end of September).
They concludes with a statement " Trust the government will take the appropriate actions."
The language is formal and straightforward this means that they use adverbs like "immediately, as soon as possible, under tight control."
