This is a letter written on 5 August 2011 by Jean-Claude Trichet and Mario Draghi, two members of the Governing Council of the European Central Bank. The addressee is Italian Prime Minister, so it's a formal letter. Firstly it has a salutation, and after it begins the body of the letter.
The first paragraph as an introduction and it resorts to background information to start the communication and explain the reason of the writing. There are very important lexical chooses. The writers use for example "is essential" for underline and emphasize the importance of what they're saying.
The second paragraph refers again to background information. The quotation reports something official , a promise taken by the States, who declare that they would respect their commitments, that is to support fiscal condition and activate structural reforms. The bank thesis is advanced, which take the shape of a request and explain the steps should be adopted, because the previous steps are no sufficient. So further steps are suggested in the next paragraph; they are presented under the shapes of measures, a better focus are make by points in order to make clear the measures to be taken.
First of all Italy should adopt a significant measures to enhance potential growth. In order to reach this objective the State has to apply a credible reform strategy. Secondly the Government needs to adopt measures to guarantee the public finances sustainability. To do this , further fiscal measures is needed and the Council suggests to intervene in the pension system and in the public employees' cost.
The senders, Trichet and Draghi, regard as crucial that all allocations listed be taken as soon as possible by decree-law. They also encourage the government to take measures to ensure a major overhaul of the public administration and to strengthen actions aimed at exploiting economies of scale in public services.
In the end of the letter there is the salutation, and the signatures of the senders.
The writers use a very direct and explicit language because Italian government has to understand the importance of taking urgent measures to restore the current critical situation. They use some world that suggest the importance to adopt these measures, for example "is essential, urgently, immediately, need to".
