ANALYSIS OF “THE EUROPEAN CENTRAL BANK’S LETTER”

Viewing the layout I think that this text is an article. After reading it I understand that it is a letter.
The sender of this formal letter is the Governing Council of the European Central Bank in the person of Jean Claude Trichet and Mario Draghi.
The addressee is the Italian Prime Minister.
The body of the letter is organized into paragraphs each one playing a specific function.
Paragraph one works as an introduction and resorts to background information to start the communication and explaining the reason provided.
Paragraph three illustrates a list of urgent need of measures to be taken. Points 1., 2., 3. represent the measures to be taken, while points a), b), c) are the explanations of kinds of intervention.
