This is a formal letter sending by Jean-Claude Trichet and Mario Draghi on 5th August 2011.

 

Right from the first line, letter is addressing to italian Prime Minister Silvio Berlusconi; as a matter of fact this text starts with the usual salutation "Dear Prime Minister,...".

 

Going on, first paragraph has an inrtoduction function: using background info, Trichet and Draghi give a general ideas of what they want to discuss.

 

In order to demonstrate their thesis, they report a quatation from the summit of 21st July 2011, in which Governament Council considered that Italy needs to urgently underpin the standing of its sovereign signature and its commitment to sustain fiscal condition and structural reforms.

 

In the following part, the Italian Governament gives two solutions: to pursue a balanced budget in 2014 and introduce a fiscal package to this purpose. Although these steps are important, they are not sufficient.

 

However in the others valuative and expositive paragraphs, Draghi and trichet list some measures which they considers essential:

1. measures to enhance potential growth throught the increase of competition particularly in services. (points a - b - c give advices to make this increase real using some data but also examples)
2. measure to ensuring the substainability of public finance (points a - b - c reports the reason why Italy needs this measure. Here are therefore another data and examples)
3. Draghi and Trichet draw their conclusions
