Just considering the title the reader expects the text will be about politics, in particularly economy, because there are two names “Draghi and Trichet” that are two important men for Europe Central Bank. In addition the reader expects the text to explain some advice because there is the word “need”.

The text type is the letter. Indeed there is a salutation “Dear Prime Minister” and the date. In this letter there are both Frankfurt and Rome because the senders are Draghi from Italy and Trichet from Germany.

The letter starts with background information reference. It is about a discussion held on the 4^th August by the Governing Council of the European Central Bank.

The reader understand that the purpose of the letter is to give advice because the verb “need” and the use of the conditional are repeated in the text. While the repetition of the word “reformation” hints that Italy has to change immediately!
