During the previous lesson we read an article on "Corriere della Sera", which consist of a letter that was sent to the Italian Prime Minister Silvio Berlusconi by Jean-Claude Trichet and Mario Draghi, two members of the Governing Council of the European Central Bank. Since it is a formal letter, it starts with the word "Dear" followed by the words "Prime Minister".The start is preceded by the writing of the place of sending/Frankfurt, and arriving/Rome of the letter, followed by the date of sending. Now, the writer reports the conclusion of a summit of the Heads of State in 21th July 2011, when all countries reaffirm the will of honoring their sovereign signature and the commitments to fiscal sustainability. As a result, it came that Italy needs to restore the confidence of the investors, in order to have a balanced economy in line with the European standard.

Then the writer reports the measures that are considered essential for Italy, which are three. By using such adjective we understand that Italy is in a very danger situation up to the point of risking inflation. The measures consist in: first, Italy Government have to set key challenges to increase competition between investors, in order to improve the quality of public service and design better fiscal systems to support firms' competitiveness. The first measure is further arranged into three fundamental steps to follow. The first is to make a reform strategy, by including the full liberalization of public services and professional services. The second is due to the need of reforming the collective wage bargaining system, in order to improve working conditions and the wage of workers. It has to be a reform with the aim of saving a lot of families from the economical collapse. Third: reviewing of rules that control the hiring and dismissal of employees, connected to the resources towards the more competitive firms and sectors.

Now, the writer reports the second measure, which is divided into three steps, too. The main topic of the second measure is that Italy needs to ensure the sustainability of public finances. So from this we understand that in Italy there is a waste of public finances, that now needs to be balanced.

Considering the threes steps, the fists says that Italy must balance the debt close to the 2013, especially by expenditure cuts. To this aim, it is suggested to reduce again wages and turnover rules. But an intelligent reader asks himself: how can a family, supposed to have only one worker in family, to continue living? Life is becoming more difficult day by day. In the second step it is said that deficit should be compensated through horizontal cuts. In the last step the Governing Council of European Central Bank encourage Italy government to take the previous measures as soon as possible and commercial debt and local- regional expenditures have to be kept under tight control.

In the last but not least measure, Italy is suggested to improve administrative efficiency and business friendliness By doing this it may be essential to abolish or consolidate, for example, the provinces. The letter ends with the trust in the future action of Italy government.
