The letter sent by Jean-Claude Trichet and Mario Daghi to Italian government clarifies the economic and social guidelines of the European Central Bank.
It conteins the instructions to avoid the catastrophic default. Beginning they deals with the economic problems. The balance budget in 2014 is not enough. In their opinion Italy has to anticipate it about one year. Their purpose is to introduce a clause to reducing the deficit and control borrowing including comercial debt. They also deal with the social problem. To reduce the debt is necessary reduce the cost of public employees by strenghtenig turnover rules and reducing wages. Another social problem is the question about pensions. It's neccesary intervene further in the pension system making more stringent the eligibility criteria for seniority pension.
