Exercise 1
It says that the number of students is becoming a big problem. The organization claims that the number of homes rented by students in residential and family has increased dramatically. They claim it is, in most cases, above that the limit set by the local authorities. The students have lots of noisy parties and play loud music at night. It is a big problem.
