The message hasn't got a title.
It is a sestet with a third person narrator. The voice is undramatized and it has never to do with what is happening in the poem. The perspective of the speaker is physical, because it only describes the movement done by water.
Each one of its lines is composed by the same two words: " water falls".
There is an anaphora because of the repetition of these two words. It's purpose it's to reaffirm the concept and stick it into the reader's mind.
There is also an assonance of letter "a" in each line. It is used for unity and rhythmic effect.
The layout is interesting because the lines seems to reproduce the image of a water fall and its physical setting.
