“Utility” is the property of any object to produce benefit, advantages, pleasure, good or happiness. Such benefit could refer both to an individual and to a whole community of people.

An action is said to be conformable to the principle of utility when it arguments the happiness of the community instead of diminishing it.

c) The way in which utility can affect policies

A measure of government and a political system is said to be conformable to the principle of utility when the tendency it has to argument the happiness of the community is greater than the tendency to diminish it.
